I was thinking about this earlier, and it occured to me that Victor is the one who introduced David Chow to the "inner circle". If I recall correctly, Victor had had David checked out and discovered that he'd once been a successful campaign manager. He convinced a reluctant David to manage Jack's campaign (we won't get into how such a shady character could withstand the scrutiny of several campaigns). Whoever "investigated" David for Victor, did a very poor job. But then again, GC's private eyes...
