Handling Diplomacy, Bluff, and Intimidation

I've always treated Diplomacy, Bluff, and Intimidation rather simplistically, even though I know it's not entirely accurate. Generally, I call for Diplomacy if someone is trying to convince someone of the truth, Bluff if they're trying to convince someone of an untruth, and Intimidate when doing either threateningly.
After reading some of the conversation in the thread regarding duration of Diplomacy, I've been considering some of the finer nuances of the three skills.

Can someone plz give me a down and dirty of diplomacy; i.e. skill investment cap and if possible comment on lvl 20 cap also.
I'm rerolling my sniper ranger w/ the 32 point build that i finally unlocked and in my experience that a few lucky crits in an elite dungeon in the beginning = a very dead ranger on my end. I tend to hold back quite a bit for that reason. Was thinking about picking up diplomacy and investing points into it for the purpose of an aggro drop when the crisis arises. Tried sear...

We’ve all suffered from the stupid way the diplomacy system works in this game. But I think I’ve just made an amazing discovery, which might allow us to play the game properly despite the way it’s been programmed.
