OT - Feds recognize medicaid home services cuts as a civil rights violation...

As of Friday, the Department of Human Services Office for Civil Rights has recognized that a state's cutting of medicaid home and community based services could be a violation of civil rights.
But they've only done so for Kentucky, and they need to hear about what's happening with all the rest of us who are victims of state medicaid home supports cuts.
Over the past five months, I've found records online for fifteen other states that are cutting their home and waiver services, just like Kentucky...

So I own a condo in the state of connecticut, currently throughout the week, expressly in the am and late pm (when other tenants in my particular building are probably using the shower as well - there are 3 other units in my building) the temperature never gets warm let alone hot. I'm basically just trying to see what my best options are. My father received a citation for PC-640B2 - Intent to Evade Fare Payment. Now, through the little bit of reading that I've done on the forums already, it seems that there is little hope in fighting this ticket. I'm just seeing what may be the best way to hopefully reduce this $353 bail for him. Things don't seem to be going too well with me right now. There's been several red flags and I am investigating them, but if I am right, he'll be getting a "Have A Nice Life -- WITHOUT ME!" letter. At my job, those in my position have always been required to carry work-provided cell-phones. Recently, these cell-phones were taken away, and replaced with pagers. No rules are really in place, but there's an unwritten expectation to respond to a page within a "reasonable timeframe", which has been discussed as being 5 minutes.
In my state, there are no laws regarding compensation for on-call time, so it reverts to federal law. Federal labor laws seem to imply that it's on a case-by-case basis,...

taking my just finished ( less than 500 miles since paint last fall ) '90 SE to a show / Car corral @ Volo Auto Museum next weekend.
