Ok, it seems that there is a spectrum of opinions on what is gambling and also a question of whether or not there is a biblical support for that position.
I will say right off that I myself believe that there is biblical support for banning gambling? My reasoning for this is contained in this LINK.

Gambling and Pool

So I have had one firm rule for playing pool for the last 12 years (im 27), no gambling on my game other than a calcutta style tournament or something. I have always done this because I feel like it gives pool a bad name, but then someone asked me why I dont gamble behind close doors. They say the only way to get better is to play with your own money. Is this the common sentiment?

I'm not so sure how I feel about all the lawsuits, but I know first hand that this drug causes all kinds of compulsive behavior including gambling. One of my closest friends went from being a churchgoing catholic into a raging vegas gambler after just a couple of weeks of taking this drug. These are just my thoughts on the subject. <Sorry it got so long....>
Been thinking about this one for a while, still not sure how to present it.
Basically there's different facets to what everyone calls "action". Let's define action as any time there's something on the outcome of the session, whether it's one game for a beer, or a 15-ahead set over a week for someone's house.
My thoughts wander more to what players say they are up for, and what they actually do. I'm not talking about how...
