Today I had a thought while, of all things, playing Fallout 3 (Don't know why blasting deathclaws and Enclave soldiers made me think about web design but meh). Couldn't the hover attribute be used to activate drop down menus. Read this (entire) OP before you make your first post. Also, check it again before making another post with a question, as the OP is continually updated and might have been updated with a solution to your problem.
