Debate: who caught the part about a Federal Works program?

During the debate, I caught something that Obama said that shocked me because I wasn't sure of what to make of it. So I submit it to you for discussion:
Obama stated that if this financial crisis worsens, to the point where you have 25% unemployment, the economy falters, and so on, he would implement a Roads and Highways program. Essentially a Government works program.
There's two big issues going on with that statement:

Just recently one of the teachers of the school i went to and who i had in religious education ( i finally know now why i chose ethics as soon as possible ) had to go to court because he was accused of having watched porn that included children under the age of 16. Im a live in nanny and I have really been struggling with behaviors lately. The kids went trick-or-treating a while back and their mom does not want them to eat the candy so we put it in a big bag and they are allowed to have one piece every few days. I used to lead a clan named 3x (The 3xtermination), for a good year and a half, but when it died in May of this year I decided to retire from rs.
Since the release of PvP I have been thinking about joining a clan where I can have some fun like I used to in the old wild, but not get overly caught up in the extremely long pk run ins or flaming between clans.

i was diagnosed with anorexia binge/purge subtype about a year ago. since then i've been inpatient&residential once.
